How do you install a navbar on your blog on blogger?

And please don’t use a bunch of words that only a computer geek would know! LOL! Thnx!
I know how to create a blog, I already have one! On blogger just wondering how to get the navagation bar on!

What Happened to the Layout tab on Blogger?
Posted by: | CommentsI put a new template on my blog and I need to change the colors and fonts. I can’t find the Layout tab or the Fonts and Colors link anywhere. Has anyone experienced this lately? Do you know how to change them with the new change?
How to change the font color for comments on my blogger through the HTML?
